Although "cultural celebrity street" in Yu Shan Road has developed and a lot of road signs has been set up, some people who are not familiar with the road will spend a lot of time to find the destination. This also makes the former residences lose a lot of potential tourists.
The two open former residences in Qingdao now -- Kang Youwei and Lao She are supported by state funds. Low ticket prices are utterly inadequate for the high maintenance costs of the former residences. Moreover, the layout of the former residence is monotonous and isolated from the surrounding environment. There is no tea-houses, cafes, cultural squares and other ancillary leisure facilities near the former residences. So tourists are difficult to have a place to rest and to closely feel the culture atmosphere.
The property rights of the celebrities’ former residences in Qingdao mostly belong to individuals and collectives. "Who owns, who repairs" policy of the government is difficult to put in place. Unclear property rights leads to the fuzzy responsibilities. It also greatly increase the difficulties of protection and maintenance of the former residencies.
Perfect "the listed protection system", re-approve and estimate the celebrities’ former residences is needed. Universal listing and key protection can not only guarantee the breadth of protection, but also focus as much as possible on the most valuable parts.
Meanwhile, it is also essential to achieve diversification and characteristic operating, based on creative management mode of the cultural proliferation. The diversified management of the celebrities’ former residences can try a combination of the government and private investment, to establish the maintenance fund. Encourage celebrities’ offspring and social forces to be involved. Change the surrounding abandoned houses to the bookstores, galleries and tea houses will combine the street of former residence with the surrounding culture facilities. In that way, characteristic cultural district will be built. So the diversified development of the celebrities’ former residences in Qingdao can be achieved.
The subordinate place of celebrities’ former residences in the island city’s tourism puts forward some urgent requirements in their development. Keep the balance between development of nature and culture is particularly necessary for Qingdao. Lack of popularity has shown possibility of the development in the same time. With the increase of protection level and the improvement of propaganda, its development potential will be highlighted.

To solve these problems, the most fundamental thing is to establish and improve the mechanism of protection. Based on it, we also need to fully mobilize the enthusiasm of the public. In that way, the constraining factors can be crushed one by one.
